Sounds like "restorative justice" both refreshes the trauma of the victim and tries to equalize the victim and the aggressor -- nasty stuff. Doesn't sound like it has any place in either education or prison.
As someone who studies criminal justice and has looked into restorative justice, this was quite interesting. I'm not entirely sure I agree with your perspective on this matter as it pertains to the ineffectiveness of restorative justice as well as the roots of it. I would not deny that this can and has been used by the Regime to ideologically condition children, but I would not be so quick to throw the baby out with the bathwater. For it is through restorative justice that I believe we can retain a localism in our justice system and bring forth a Christian morality that is deteriorating under our system. I don't necessarily view restorative justice inherently as a progressive project, it just has been coopted by the left to further their own agenda, but there's no reason we should surrender it to them. I could say more but I'm unsure if this is the appropriate place for that, so I'll leave it there for now.
If the restorative justice you speak of is that in line with biblical restoration, i.e. paying back five fold what you stole, losing life privileges if you take life privileges, reconciliatory service on the part of the perpetrator, then I agree with you.
